About CID
Criminal Investigation Department (CID) is one of the ancient and specialized units of Bangladesh Police. It is the apex body of investigation of Bangladesh Police as well as Bangladesh government. Investigation of scheduled cases suggested by laws and cases instructed from courts is the basic function of CID. CID also undertakes the investigation of specialized crimes that require technical expertise. Apart from investigation there are some special functions too, through which CID assists other organs of the Bangladesh government through providing expert opinion in various cases.
History Of CID
CID has its own century old history and heritage. During the British regime in 1902-1903, a commission was formed by Lord Curzon for making recommendations to reshape the organizational and functional structure of police. According to the recommendations the colonial police was further organized. One of the recommendations was to constitute Criminal Investigation Department (CID) in each province under a Deputy Inspector General as the administrative head. Eventually on March 21, 1905 the then British India Government accepted the recommendation of the Commission and ordered to start the department in every province by 1907. In Bengal the CID came into existence on April 01, 1906 with Head Quarter’s in Calcutta. Later East Pakistan CID started functioning with Head Quarter’s in Dhaka in 1947. Following the liberation in 1971, CID Bangladesh commenced its journey. In the year 1991, the post of DIG as head of CID has been promoted to Addl. IGP.

Service
The following services are provided by CID:
Scheduled Offences for CID Investigation
1. Dacoity.
2. Highway, rail or mail robbery.
3. Counterfeiting coin or stamps, Forging Govt. currency or promissory notes and uttering or being in possession of the same.
4. Drugging or Poisoning.
5. Swindling.
6. Murder for gain.
7. Insurance frauds of serious nature.
8. Offence relating to drug abuses.
9. Kidnapping for ransom.
10. Offence relating to antique smuggling.
11. Offence relating to deed forgery by professional criminals.
12. Offence relating to cheat by bogus appointment by professional criminals.
13. Cases of bank frauds.
Apart from the scheduled offences CID may be entrusted with the investigation of any other crime by the Government.
Crime Scene Management
The crime scene is a highly important source of physical evidence wherefrom forensic investigations begin. From the point of collection up to the final processing of the same, evidence must be kept within a strict chain of custody so that no contamination, alteration, addition or deletion with any other objects takes place. Crime scene management is one of most important functions of CID in the detection of serious crimes. The purpose of crime scene investigation is to help establish what happened (crime scene reconstruction) and to identify the real perpetrators. CID officers who protect and search a crime scene play a decisive role in determining and prosecuting criminals.
Criminal Intelligence Bureau (CIB)
1. Preserve criminal database and disseminate criminal intelligence as per requirements of the operational units.
2. Publish weekly Criminal Intelligence Gazette (CIG).
Interpol Desk
CID has a designated desk to deal with international enquiries requested from INTERPOL via the National Central Bureau (NCB) located in Police Headquarters. INTERPOL has a number of key activities including drug trafficking, trafficking in human beings, financial and high-tech crime, public safety and terrorism, and international police liaison.
The desk facilitates the exchange of criminal information between INTERPOL and Bangladesh Police. Any enquiry or investigation from a foreign law enforcement agency forwarded to CID is carried out by this desk.
Forensic Division
To provide expert opinion is the main function of Forensic Division. It has following different sections enriched by numbers of experts of individual field, and equipped with modern laboratory facilities.
Forensic Division provides expert opinion as well as performs the duty regarding the following cases:
1. Handwriting.
2. Forged notes & counterfeit coins.
3. Footprint.
4. Fingerprint.
5. Ballistics.
6. Micro-analysis.
7. Photography.
8. Crime Scene Management.
9. IT Crime lab.
10. Chemical lab.
11. Forensic Training Institute.
12. DNA lab.
Trafficking in Human Being (THB) Unit
This is a designated unit in the CID to combat human trafficking in Bangladesh. This unit has been created to provide guidance/instructions about the investigation of human trafficking cases throughout the country to ensure:
1. Timely investigations are under taken.
2. Improved preparation and presentation of court documents.
This unit is also a focal point of all international enquiries relating to THB.
Financial Crime Unit
1. Investigation of important financial crimes.
2. Monitoring of all financial crime Investigations.
3. Coordination with Central Bank, Anti Corruption Commission and other relevant agencies.
Counter Terrorism Unit
1. Investigation of terrorism cases.
2. Monitoring of cases.
3. Record building to facilitate the investigating officer in the investigation.
The establishment of a Criminal Intelligence Analysis Unit (CIAU) within the Criminal Investigation Department is a significant step in enhancing the investigative response by Bangladesh Police. In the fight against crime, police have also identified the need to collect, analyze and disseminate intelligence.
The CIAU was inaugurated on 1st march, 2008 by Ronald K. Noble, Secretary General of INTERPOL.
The main objective of the Administration and Finance Department is to provide timely and effective administrative, financial and procurement services which include:
1. Personnel management including recruitment and promotion matters relating to subordinate officers and staff.
2. Procurement of goods for different units of CID.
3. Logistics & Supply of goods for all officers & staffs of CID.
4. Transport management for all officers & Staffs of CID.
5. Coordination and supervision of administrative works of CID.
6. Impart training and education to police officers on the issues like Human Rights, Economic Crime, Juvenile Justice, Trafficking in Women and Children, Transnational Crime etc.
Detective Training School has been established in 1963.The Prime purpose of Detective Training School is to provide in-service specialized training to police officers working throughout Bangladesh. The training is designed to enhance the investigative knowledge and skill of the officers of the ranks ranging from Assistant Sub-Inspector (ASI) to Assistant Superintendent of Police (ASP). This unit is headed by an Additional Deputy Inspector General (Add. DIG).
Forensic Division
Forensic Division comprises of 5 labs.
1. Forensic Lab:
Forensic Lab consists of the following different sections. Each section comprises number of experts and modern laboratory facilities. The main objective of this division is to give expert opinion after examination, analysis and observation.
Handwriting
The handwriting Bureau deals with problems relating to the documents like detection of forgery of writings and signature, identification of persons by comparing writings, i.e. establishing source of writings in case of anonymous letter, non-judicial stamps, revenue stamps, court fee stamps, postal stamps, band rolls, etc, identification of type writer by comparing disputed type scripts with known sample, detection and deciphering of fraudulent alterations in documents, restoration of intended and invisible writing as well as charred documents etc.
Recently, commencement of highly sophisticated machines like Video Spectrum Comparator (VSC) and Digital Stereo Microscope have augmented the performance of this section dramatically.
Forged notes & counterfeit coins
This Section is equipped with highly sophisticated machines like Video Spectrum Comparator (VSC), Stereo Microscope etc. The key points of activities are:
1. Existence / non-existence of intaglio.
2. Size of the note and sharpness of the printing design and colour.
3. If more than one note, whether they bear same number.
4. Is there any fraudulent alteration in the serial numbers.
5. Whether watermark is in place and of proper design.
6. Whether the security thread is in place and of proper design.
7. Existence / non existence of shifting ink.
8. Existence/non existence of red-blue fibers in case of US dollar etc.
Footprint
The Footprint Section compares the impression of footprints and tyreprints collected from the scene of crime with those of the suspects and suspicious vehicles. The section needs to be equipped with the modern scientific instruments
Fingerprint
The Fingerprint Bureau compares the impression of fingerprints collected from the scene of crime with the fingerprints of the suspects as well as past convicts. The Bureau is to maintain fingerprints records too. Furthermore, new edition in Fingerprint bureau is inclusion of Automated Fingerprint Identification System (AFIS), a computerized automated system. After installation of the system, the capability of criminal identification of Bangladesh Police has been tremendously augmented.
Ballistics
This section deals with examination of fire-arms, ammunitions, fired cartridge cases, fired bullets, targets, velocity and killing range of the projectiles etc. Automated Ballistics Identification System (ABIS), a computerized automated system has already been installed in Ballistics section of Forensic Division. After installation of the system, the capability of identification of situations and utilization of various fire arms have highly been enhanced.
Micro-analysis
The Micro-Analysis section deals with examination and restoration of erased and obliterated writings on metallic surface like engine and chassis of automobiles, guns, revolvers, etc. Experts of this section are to deal with problems of establishing link with the crime and criminals by examining and matching tool marks, bite marks, matching of glass fragments, cut ends of rope, metallic wire, soil comparison etc. At present this section does not have modern equipment to deal with the problems.
Photography
The Photographic experts are to take photographs of the scene of crime including chance print found and developed there in. They are also to perform special photography under UV rays, oblique rays, transmitted rays, infrared rays, as and when referred by other sections of forensic Branch. Recently ‘Computerized Color Photo Lab’ has been installed in Photographic Section which enhance the capacity of the section notably.
Crime Scene Management
The newly established Crime Scene Units of Dhaka have started functioning with its resources which visit the scene of crime as requisitioned by the Investigation Officers. Numbers of ‘Mobile Evidence Collection Van’ under the Unit are working to help the investigation system.
2. Chemical Lab:
There are two Chemical labs-
Various types of examinations are performed in these labs for the purpose of proper investigation, e.g.-
Toxicology: Examination of viscera, stomach wash, urine, blood, stool, poisonous food and drink, etc.
Serology: Examination of blood, semen stained exhibits, saliva, hair, etc
Drug analysis: Examination of different types of Drugs like Heroin, Cocaine, Cannabis, Opium and derivatives.
Explosives, Foods and Drinks of various types: Acids, Adulterated Fertilizer, Insecticide, Spurious Medicine, Cosmetics, Liquor, Chemicals used for Note Forgery, etc.
3. IT Crime Lab:
A complete ‘IT Crime Forensic Lab’ is on the process to be established under Forensic Division with modern instruments to fight against cyber crime or crime related with computer and other IT technology.
4. Forensic Training Institute (FTI) at a glance:
FTI launched its journey on 16th January, 2012 inaugurated by honorable IGP, Bangladesh Police Mr. Hassan Mahmood Khandker BPM, PPM, ndc, with a view to provide technical knowledge to the ground level police officers how to collect physical evidence, preservation and avoiding contamination for ensuring rule of laws. Traditional investigation is not enough to combat the present crime situation rather scientific investigation can be the exclusive weapon to handle the massive crime outback. FTI has been rendering Crime Scene Management course to the police officers with the cooperation of police HQ and PRP. As trend of crime has dispersed in multifarious levels, to cope up with this, police have to be well trained along with forensic knowledge and equipped with modern technology.

5. DNA Lab:
Apart from these CID Bangladesh has almost finished the setting up of DNA Lab. under Forensic Division. This is a long cherished dream project of CID Bangladesh. This lab will facilitate confirmed investigation report through DNA profile matching.
